I can hear various sounds despite the wind and rain. Maybe the wind storm was geo-engineered to try masking the sounds of the crafts, building projects, demo projects, etc.
Also, at 4:49 - 5:53 I hear a mature female voice say "Now?" and then a younger voice, could be either male or female, say "Yes." This was followed by very loud non-terrestrial sounds to the end of this recording.

There’s a lot in there. There’s no way I’m making it through the entire seven hour session. I have to move on. New sounds coming in daily.
Experienced this same big storm. Heard the same recorded storm sounds, but not the other sounds.
