The article also spoke of how one could do the same by listening to certain rhythmic frequencies/sounds(?) that you could order and play thru headphones Was a bit above my head and yet to try it
Sounds like the recent information you found is referring to MK-ULTRA trauma-based mind control, which was started in Nazi Germany prior to the war and then brought to the US under "Operation Paperclip" where the experiments continued and even intensified. The US gov claims that the program was ended in 1974 (if I recall correctly) but that's simply more bullshit.

He said " take a picture of your hands right now and send it to me then i can make any finger split at the knuckle and have an eyeball on each end using AI). Thought that was an interesting take ...just FYI.
Steve Kirsch --- see a fair amt of him on Twitter. He certainly calls these genociders to the carpet with his proposed debates with big money at stake. So far, no takers that I know of
